PENNSYLVANIA CONSTRUCTION CLASSIFICATION PREMIUM ADJUSTMENT PROGRAM
EFFECTIVE OCTOBER 1, 2008

The Bureau has filed and the Insurance Commissioner has approved Manual revisions to Section 1, Rule IX, H. Pennsylvania Construction Classification Premium Adjustment Program (PCCPAP). Effective October 1, 2008 Volunteer Fire Company - Code 994 UPDATE

Effective on or after October 1, 2008 on a new and renewal basis the annual loss costs for volunteer fire exposure under Code 994, Volunteer Fire Company, will be based on revised population estimates promulgated by the Bureau of the Census for the Commonwealth of Pennsylvania as of 2006.  For more detail refer to Bureau Circular No. 1548.

Bureau Filings and the Pennsylvania Workers Compensation Pricing System

Bureau Circulars No. 1419, 1434, 1459, 1477, 1493, 1507 and 1526 provided background discussion and explanation about loss cost revisions and the Pennsylvania workers compensation pricing system as a whole for the benefit of members and other potentially interested parties. Those circulars also presented historical parameters about the Pennsylvania workers compensation pricing system. Among the approved revisions to designated auditable payrolls for executive officers, the following item was inadvertently omitted from Bureau Circular No. 1542 and is effective April 1, 2008:

Executive officers minimum weekly payroll - revised from $350 to $400 per week.

APPROVED ENDORSEMENT FORMS IN RESPONSE TO PROVISIONS OF THE TERRORISM RISK INSURANCE PROGRAM REAUTHORIZATION ACT OF 2007 (TRIPRA)

The Insurance Department has approved a number of endorsement forms for use by all members. Bureau Circular No. 1543 was published to announce that approval, provide copies of the approved forms, and inform all members of important considerations related to policyholder notice and disclosure accomplished by use of the approved forms. In addition, the circular provides guidance with respect to the use of approved statistical codes for policy and unit statistical reporting. For details, refer to Bureau Crcular No. 1543.

April 1, 2008 Loss Cost Filing Approved

The Insurance Commissioner has approved revised loss costs and related rating values effective on a new and renewal basis as of 12:01 a.m., April 1, 2008. The approved loss costs call for an overall average decrease of 10.22 percent from existing loss costs. For more detail refer to Bureau Circular No. 1542.

The Bureau has submitted a filing of Pennsylvania loss costs, related rating values and Manual rule changes with a proposed effective date of April 1, 2008. 2007 NOTICES OF ASSESSMENT AMOUNTS TO BE COLLECTED FOR UNINSURED EMPLOYERS GUARANTY FUND

PENNSYLVANIA BASIC MANUAL – REVISED FORMAT  EFFECTIVE NOVEMBER 1, 2007

The Bureau has filed and the Insurance Commissioner has approved a format revision to the Basic Manual.  The Bureau undertook this revision for the purpose of providing a more user-friendly, efficient means of viewing all pertinent classification information in one place in the Manual.  This new format will assist policyholders, insurance agents and carrier personnel in locating and applying pertinent Manual language with respect to classification assignments.
