state coverage and federal (United States Longshore and Harbor Workers)
classifications, respectively, are now available for downloading from this
web site. Rating value schedules effective as of each of the dates listed
below contain applicable rating values for all Bureau classifications
as of the indicated date, regardless of whether or not a specific
classification's rating value changed as of the date shown.
These schedules of loss costs and related rating values reflect filings for state act coverages effective April 1, 2010 as announced in Bureau Circular No. 1571 (filing C-358). This schedule of loss costs and rates reflects changes in Manual language and/or rating values pertinent to approval of a filing of proposed class and Manual rule changes. Effective beginning new and renewal policies of December 1, 2009 and later Code 818, Automobile Dealer has been revised to an "all employees including office" basis. This means that the previous payroll divisions between Code 818 and Code 819, Automobile Salesperson and Code 818 and Code 953, Office have been discontinued. These employers' entire payroll is now subject to Code 818. The approved PCRB December 1, 2009 Code 818 loss cost is $1.39. Code 819 has been retitled to "Mobile, Self-Propelled Equipment Salesperson" and its loss cost value has been revised to $0.68 because of the Code 818 revision. The classification applicable to snow plowing has been revised from Code 601, Road Construction to the employer's governing classification. The Manual language for Code 935, Lumber and/or Building Materials Dealer has been clarified to show the Code 855, Lumber and/or Building Material business must fulfill multiple enterprise criteria in order to also have Code 935 assigned. There are further housekeeping revisions to the scope of twenty-seven classifications (including Codes 005, 012, 028, 606, 607, 951, 970 and 981) and various additions, changes or deletions to the Underwriting Guide. This schedule of loss costs and rates reflects changes in Manual language and/or rating values pertinent to approval of a filing of proposed class and Manual rule changes. Counter personnel and cashiers have been added to the listing of General Inclusions to reinforce existing procedures, under which these occupations may not be assigned to clerical. A new classification - Code 871, Employment Contractor - Temporary Furniture Store - Wholesale Staff has been added for temporary staff provided to customers whose business classification is Code 921. Code 287 has been discontinued and the operations previously contemplated by Code 287 have been merged into Code 924. Codes 442 and 443 have also been discontinued and the operations previously contemplated by either Code 442 or Code 443 have been merged into Code 445. There are further housekeeping revisions to the title and/or scope of sixteen classifications (including Codes 028, 106, 654, 815 and 818) and various additions to, changes or deletions to the Underwriting Guide. One of these filings is the PCRB's annual loss cost filing affecting all Bureau classifications for state coverage. For additional information see Bureau Circular No. 1521. The other filing affected classifications applicable to federal (United States Longshore and Harbor Workers) classifications. In addition to revisions to rates for these federal classifications, the USL&HW coverage factor reflecting differences in benefits between Pennsylvania workers compensation law and the USL&HW Statute changed effective April 1, 2007 from 1.791 to 1.817. statistical code 9741, Domestic Terrorism, Earthquake and Catastrophic
Industrial Accidents (DTEC). Concurrent with the adoption of this new rating
value, other changes in forms and Manual language related to Domestic
Terrorism, Earthquakes and Catastrophic Industrial Accidents have been
implemented. Further, effective January 1, 2006 Manual language and forms
have been modified to adopt the countrywide substitution of Foreign
Terrorism for the previously-applied "Terrorism Risk Insurance Act of 2002 (TRIA)".

This schedule of loss costs and manual rates reflects changes in Manual language and/or rating values affecting the following field of business classifications: 413, 415, 461, 965, 968 and 975. In addition, the following new field of business classification codes were established effective December 1, 1999 and thus appear in this schedule of loss costs and manual rates for the first time: 465, 891, 892, 893, 894, 896, 897, 898 and 899. Concurrent with implementation of these changes, temporary staffing classification codes 544 and 947 were also changed as respects their associated cross-references to business classifications consistent with the previously-noted changes and some other recent changes adopted in Pennsylvania.
