risk business written in state coverage classifications and federal (United States
Longshore and Harbor Workers) classifications are also available for downloading from this
web site. Rating value schedules effective as of each of the dates listed below contain
applicable rating values for all Bureau classifications as of the indicated date,
regardless of whether or not a specific classification's rating value changed as of the
date shown. Rating value schedules are presented in two formats: 1. Standard WCRATE format as maintained by the Workers Compensation Insurance Organizations. This is a national standard for classification codes/wording and rating values distributed to carriers by rating organizations. WCRATE specifications are also available from this web site. All files effective July 1,1997 and later are available in this format. 2. Effective with the December 1, 1999 file, Rating value schedules are also presented in EXCEL format. Each record will contain the actual effective date of the loss cost/rate for that class. The EXCEL files contain rating values only. They do not replicate various footnotes and explanations incorporated into the Bureau's Manual which instruct readers in the application and/or use of certain selected classification rating values. Users of the EXCEL file are reminded that these explanations and footnotes still apply to the use of approved rating values in Delaware. Clicking on the effective date(s) of interest will take you to the section describing the changes in rating values which were made on that effective date. This schedule of loss costs and manual rates reflects a new rating value for statistical code 9741, Domestic Terrorism, Earthquake and Catastrophic Industrial Accidents (DTEC). Concurrent with the adoption of this new rating value, other changes in forms and Manual language related to Domestic Terrorism, Earthquakes and Catastrophic Industrial Accidents have been implemented. Further, effective January 1, 2006 Manual language and forms have been modified to adopt the countrywide substitution of Foreign Terrorism for the previously-applied "Terrorism Risk Insurance Act of 2002 (TRIA)".
